The OSF-SA Community Radio Sopport Programme developed this manual as a resource for community radio stations. It is a record and analysis of community radio experiences since the issue of the first wave of temporary (12 month) community radio licences in 1995. The manual comes at a time when the first permanent licences are being issued.
